Final Recommendations

The Final Report of the LA Governance Reform Project includes recommendations for independent redistricting, smaller Council and LAUSD districts, and ethics commission reforms. It is the culmination of nearly a year of research, outreach and analysis by the Project Team.

The Project Team began to meet regularly in December 2022. Our guiding stars were to contribute to the creation of a city structure that is responsive, accountable, representative, and equitable. These goals informed our research and our recommendations.

Ideally, these recommendations will foster accountability and good government, reduce corruption and enhance clean government, promote positive intergroup relations in a diverse city, and effectively and equitably improve the delivery of services.

While our recommendations do not cover all possible improvements in governance, we hope this process sets off a longer-term commitment to governance reform in Los Angeles, with due consideration for reforms intended to make a difference.
